Mission Statement
Otter Tail-Wadena Community Action Council, Inc. is a locally controlled nonprofit resource agency striving for the success of the community, empowering people to live, learn, work and govern themselves.
About us
Otter Tail-Wadena Community Action Council was organized in 1965, as local residents met in response to the national Economic Opportunity Act of 1964. The Act focused on rural programs that would "provide poor people with opportunities to earn a decent living, and maintain families in a comfortable standard of living."
Early programs included: opportunities for youth employment, establishment of Senior Citizen Centers, agricultural training and opportunities, Family Planning, Head Start, and Outreach Department.
Current programs include: Family Planning, Energy Assistance, Weatherization, Child Care Resource & Referral, Early Head Start, Head Start, MURL Housing, Fathers' Resource, Family Assets for Independence in Minnesota, Financial Education, Mortgage Counseling/Foreclosure Prevention, and Emergency Services.
